Through data collection and analysis, this project will be the foundation for systemic reform that significantly increasesand for the first time, accurately measuresAmerican Indian success in higher education. It serves the Pine Ridge Reservation, which has a population of about 26,000 and covers 3,468 square miles in southwestern South Dakota. The College mission is twofold: to produce graduates who demonstrate excellence in their chosen areas of study and fields of endeavor, and to enhance life for the Oglala Lakota oyate. The College is unique in its decentralized campus system, which features college instructional centers in each of the nine districts across Pine Ridge Reservation in South Dakota. There are additional college instructional centers in Rapid City and on the Cheyenne River Reservation. Piya Wiconi, the Colleges administrative center, is the most visible symbol of the College, but the nine district centers are where classes occur and the mission of OLC is fulfilled. OLC is accredited by the Higher Learning Commission of the North Central Accrediting Agency to offer degrees at the associate, bachelor, and masters levels. Education graduates are certified by the South Dakota Division of Education to teach in K-12 elementary systems and to serve in school administrative capacities. OLC nursing graduates are certified by the South Dakota State Board of Nursing and are eligible to sit for the Registered Nurse examination. The social work program is accredited at the bachelor degree level, and all other academic and vocational programs strive for excellence. The College offers a framework of excellence for building student knowledge, skills, and values toward Piya Wiconia new beginning for harmony in fulfillment of aspirations and dreams. It is committed to continuous improvement through outstanding teaching, research, athletics, community service, and administration. The College provides many opportunities and services to enhance Lakota life. One of the largest services is sponsorship of Head Start and Early Head Start programs for all nine reservation districts. Service learning provides specialized programs for groups. Woksape Tipi resource center is a public library for the reservation, houses tribal historical document archives, and offers guest speakers and programs open to all. The College administers the GED program which serves students from ages 18 to 60. The Lakota Language Institute is working to preserve the language, and increase the number of conversational speakers, and the College has begun a Lakota language immersion school for primary school students to ensure that mission.  Section 2 Questions for the President 2-1 Please share up to four outstanding accomplishments of your institution from academic year 2008-09. Oglala Lakota College had a record enrollment of 1,650 students for the spring 2009 semester. OLC began construction on a $3.5 million multi-purpose building that will house a college sized gymnasium and have two classrooms. OLC has started an Athletic program with the ultimate goal of competing at the intercollegiate level in basketball, track, golf, and volleyball. OLC received notification that its Head start Program was in full compliance with all applicable Head Start Program Performance standards, laws, regulations and policy requirements. This is the first time that the Pine Ridge Reservations Head start program had received this certification 2-2 What key efforts have been made historically, since the colleges founding, to promote, preserve, and teach Indigenous language, culture, and history? Since its inception, Oglala Lakota College has required students to take 12 credit hours in Lakota Studies. Most students take 6 credit hours of Lakota language. Over the last three years OLC has first started a Lakota Language Immersion Program with its Head Start students in the porcupine Head start Center, and then last year started a Kindergarten Lakota Language Immersion School. This fall, OLC extended its Immersion program to the 1st grade in the Porcupine Community. Last spring OLC also offered a 12 credit hour Lakota Language Immersion course at the college level. 2-3 What innovative strategies are currently being used to promote, preserve, and teach Indigenous language, culture, and history? Oglala Lakota College is using a curriculum with the Lakota language Immersion Kindergarten and 1st grade classes that utilizes the same state standards for instruction, but these content and instructional standards are taught in the Lakota Language. 2-4 What challenges does your institution face in promoting, preserving, and teaching Indigenous language, culture, and history? The major challenge is a lack of success in producing student at the college level who are conversational in the Lakota Language. OLC is hopeful, with the new immersion school initiatives at the primary school level, that it will be able to produce conversational speakers in Lakota. 2-5 How are those challenges addressed, or what resources do you need to address them? Currently, the trend is that producing fluent speakers does not occur until the 4th or 5th grades. OLC is hopeful that it will have good results when its current Immersion School students reach the 4th or 5th grade, that they will be conversational in Lakota.  2-6 What is the significance of culture in the education and experience students receive at your institution? From its inception, OLC has made it a top priority to produce graduates who have the academic skills to gain employment in their chosen field of study, but to also produce students who will be knowledgeable in their culture, and to practice their culture.
